Windows Phone 7 rooting app available in Marketplace

This is very interesting (and wierd), well 9$ for the app.

At the app web page say:

We believe Windows Phone development should be accessible to anyone. We are providing a Windows Phone developer unlocking service to developers across all skill levels and regions for just $9 USD per phone.
Maybe this could be good for Lumias (for the hardware i guess).

so you have to pay to develop for nokia WP7 phones?

Does this mean you can choose your own ringtone?

Yes but you have to pay for the app who does that.
