so theres an n9 for sale thats stuck in local mode im wondering if i can get it out of that mode without having to send it back to a nokia service centre...is this possible?

yes local mode...
im guessing white screen nokia local mode on screen with some numbers at the bottom...

probably possible by reflash.
Phoenix can also switch these modes, but that tool you cant get hold of (legally).

i do have phoenix and NSS (using since n80 days)
but i know n9 is built on a totally different platform so i was wondering if the same would work with the n9

Hmm... local is one of the modes you can set in flasher for reboot mode.
Maybe you can try something like "flasher --reboot=normal"

Should be possible, I just held the power button on mine till it powered off and then restarted it.

You could also power it off as I said before and then flash it, the phone will turn on and flasher will reboot it in flashing mode and then bobs your uncle.

Well Nokia do at least know how to build a decent phone, just apparently don't know how to support it..

the seller has stated that the item is a 64gb but im not sure any of the other colours came as 64gb? (this one is magneta) does the n9 comes in magneta(pink) 64gb?
I only know of black and white
