Is it possible to download all the files the maemo sdk automatically downloads, so that I can run a separate installation on a network-isolated machine?

Yes. Kinda. Sorta. In a make shift fashion ;-)

Copy your entire Apt Cache folder to the offline machine; then do a apt-get install on the files you need just like the instructions say. It should automatically pick up all the dependencies from the cache folder rather than trying to get them from the network. I did this a LOT while building the VPC image... It saved me countless amount of time.

You might try using dpkg rather than apt-get so that it doesn't even attempt any network hits; but I think apt-get will still work even without the network connection, when it finds all the packages in the cache.
