My N900's WiFi is not workint and I don't have a data plan either.
So, what is the other way I can dowload applications and applications.

Your help/ suggestion will be greatly appreciated. I am a newbie here so please comment in details.

oh right i read that wrong I thought you meant that your home wifi

erm..you could download it on pc and copy the file onto the phone and install it through x-term. I'm sure there were instructions somewhere.

You have to manually download the .deb file and all its dependencies... Once you have the .deb you can use dpkg -i someapp.deb in Xterm to install the app.

For apps in maemo.org repositories, you can search with your PC the .deb file from this links and them transfer it to your N900 and install from File Manager or via dpkg -i:
Extras Catalog
Extras-testing Catalog
Extras-devel Catalog
Ovbiously, this dont install all dependances required for some apps, you have to install every single dependance for your program.

If you have a PC with internet access then use usb networking (check wiki and/or search forum).

Hariainm's answer is correct. I'd like to add to that the fact that you can also download packages from the Maemo.org package interface. It can also search and stuff.

But... you should really get your wifi fixed!
Sounds like a warranty repair is in order.

1. Download each .deb application you want.
2. start up xterm.
3. run "sudo gainroot" to get root
4. run "dpkg -i *name*" to install each package.
Note that you can type part of *name* and hit the tab button to autocomplete.
