yes, it happens on desktop browsers as well.

and it's not a bug, it's how this HTML attribute is supposed to work

No it doesn't happen in all devices. The iDevices and some htc androids report false width to the browser (960px)
iDevices are dumb enough to show a page with 960px width even if there is no element wider than say 320px (real device resolution). The only way for a web developer to overcome this is to supply a specific meta header for mobile safari. So in the iDevice maemo.org doesn't autofit and so it doesn't cause the problem we see on the N900. But then you have to scroll sideways to see the whole page, or zoom ridiculously out.
