hmm... I thought that was installed by default
I can't remember which package is it in...
But try to assume that the ID is 4 and it should work. If not, try 5

edit: oh yeah, you have a typo in the command, I didn't notice...

ok I only see the following

/usr/share/X11 # hildon-im-xkbtool --list
ID 0, Name: "Virtual core pointer"
ID 1, Name: "Virtual core keyboard"
ID 2, Name: "TSC2005 touchscreen"
ID 3, Name: "omap_twl4030keypad"

well it seems that your keyboard is not connected succesfully (if it is, the bluetooth icon should be blue instead of white)
did you remove HID from disabled plugins and restarted bluetoothd?
also did you pair it through GUI?

Yes I did pair initially as per your instructions. Noticed in the main.conf file that the line you mentioned had a # at the beginning so assumed that that needed to be removed?

If you had the DisabledPlugins commented, you could leave it as it is.
Anyway, if there is HID anywhere on that line, delete it and restart the bluetoothd again

did you copy the dbus commands correctly?
Also, what was the output when you entered the first and second dbus command?
