Yeah, that's what I'm doing now and I have it set at one minute.

I was hoping for a way to change it directly in the UI though.

Something like this.

A very simple way:
Edit /usr/share/applications/hildon/modest.desktop
and add # before
X-Maemo-Prestarted=always
and
X-Maemo-Prestarted-Priority=2000
then reboot.
Note: you need to do this each time after you update/reinstall modest.

You can try commenting out StartupWMClass=modest
(note that I don't own a maemo 4 device and I'm not sure about the consequences of this, so try this at your own risk)

So comment that out and reboot?

Is there any other way around constantly rebooting for the changes to take effect?

rebooting is the fastest way which I know for this.

Two options ; remove modest or go to R & D modest and disable watchdog.
Okay, in Maemo 4 we do have watchdog.

How do you think I can stop and also restart this from the command line?

Addison, that watchdog is a kernel thread, it has nothing to do with resurrecting modest (that's dsme role), so don't even think about it.
By the way, did you try to kill modest with "dsmetool -k /usr/bin/modest"?

^ I think I've tried this before, but let me check that again.

I currently turn it off with

sudo start-stop-daemon --stop --name modest
gconftool-2 --type bool --set /apps/modest/accounts/AccountID/enabled False
gconftool-2 --type boolean --set /apps/modest/auto_update False

It still pops up quickly every minute though.

I found if I go to flight mode though, it's gone for good, and I'm able to play my videos that are recorded at the highest settings.

Okay.

sudo dsmetool -k /usr/bin/modest

didn't do a thing.

Modest spiked the CPU at 55% after 1 minute and I still a received LED and ringtone notification as well.
