By a Jolla Engineer:

Aliendalvik is limited to Jolla-devices only and its not part of the Sailfish OS itself. So sorry no go for N9.

Well, that was always a given, unless they ever plan license/sell Sailfish directly to end-users.
Which I don't see happening, unless it's something that's 1s brokered with their handset (likely Android) OEM.

It's quite possible that the source article was very misleading, still waiting to get some clarification from Jolla.

It's not like why all that ended-up happening hasn't been carefully explained in great detail many times before.
In the second link its says that Jolla is not interested in selling OS.
I would have no problem if they charged to provide a port for certain
available devices. For instance if they charged $25 for a port to a
Galaxy Note 2 or 3, I would pay it. I have no problem with O$ if it is robust...

surprisingly it's completely correct, haven't had a chance to get more detail yet, perhaps others can:

Well that does not mean Android is "more open". It only mean because of libhybris there is drivers from Android that can be used.
