And you have opened administrative mode on that cmd.exe? Have tried linux flasher? And long pressed powerkey for 30seconds to get into flashing mode?

Sounds like battery is drained:

If the battery has drained there is only two way AFAIK.

Solution 1: precharge battery until it lefts terminate voltage state with wall charger.

1. Connect charger. the device will turn(led ligths for some seconds and then dies.) when repeat this X times try hold powerbutton 10 sec. if it vibrates its time for next state:

2. prepare flasher with commands(waiting for device...) and switch from wallcharger to usb charger if flasher connect to the device flasher will wait until battery has reached 10% charging.

if it still does not work repeat from step 1 until flasher connects to the device.

Solution 2 would be open the phone and try charge battery but I would go for Solution1 even if its some tweeking...

I'm having same symptoms...
My battery is fully charged. Phone is working. But I can't reflash it. First step goes well, then it disconnects and stucks on "Suitable USB interface (phonet) not found, waiting..." The led is blinking and the only way to start phone is to replug battery.

[root@localhost n9_sailfish]# flasher -f -F main.bin --erase-user-data=secure -F emmc.bin --erase-mmc=secure
flasher 3.12.1 (Oct 5 2011) Harmattan
