I have recently upgraded my plan to 3G, but when I browse it is so slow that it is almost impossible to do multi tasking. While browsing whenever I open any application it remains freezed for couple of minutes and then responds to user interaction. Can someone help me in resolving this issue?

Stock browser? Stock Kernel? PR 1.3.1?
More details about your device, will help.
If it's a really old sim get the provider to send you a new one.

obviously, you cant browse like a PC.
It's only got 256megs of ram!! so a few tabs of simple html is ok
Any with flash or java-scripting sites, and you'll want to restrict those.

(1) - Are you browsing JS-heavy sites (Facebook)
(2) - How many tabs are open (Facebook takes only 1 to peg CPU at 100%)
(3) - If you're willing to trade desktop browsing for speed, use Opera.

I actually notice that if I run top in terminal and close the browser it will actually take a few minutes for the browser to actually disappear. Browser also uses A LOT of cpu.

It's definitely JavaScript that is the cause. Nearly every website you visit will have 3 or 4 tracking scripts to see how you're using the site so they can get better ad rates. 1 or 2 for social media like disqus or Facebook comments to keep you entertained and coming back. Then a few more just for the site design.

That's why I only browse with lynx. http://maemo.org/packages/view/lynx/
