Is there any application that I can install on N900 and develop applications for N900 with it, to compile them, install and use?
something like QT or etc. with UI design and all that stuff?

The easiest way to program directly on the N900 is to use python using .
The best way (fast, easy, etc...) to write a program for N900 is to use the SDK, unless the program is much relevant to a hardware function of the N900 (e.g. rotation, calls (realtime), etc).

ui design - no (but you can make UI with your pc and convert & transfer it to phone)
