Sure... You have no reason to lose your data.

Best thing of course is if you already are running in open mode, then you do not need to do anything that would erase your current Harmattan installation, as you only need to make sure there's enough space on MyDocs to carve out the sailfish partition.

If you are not in open mode, well, you can do it, but it requires some manual tweaking to not lose your data, as you need to back up your partitions and do some selective restoring after you have gone to clean open mode.
Or, if you do not care for clean open mode, (like, you will have the "scary warning" and maybe some instability of some applications) you do not need to do any clean reflashing, it is possible to install ubiboot on your system just as is.

Camera will not be "fixed" because you upgrade sailfishos. Thats N9 driver need to be ported to use sailfish gstreamer plugins if I remember correct.

I think there were some progress with camera+ something...

Sorry if this has already been tackled - but the Flasher v3.12.1 is no longer available on the wiki. The link posted is dead.

Is there somewhere else I can get this?

I just had a quick look over at filecrop.com. Plenty of download links available there, though most of them seem Windows versions. Of course it's not an official site, so a virus scan is advised.
