Is it good news or bad news? Can't really tell.
The ("temporary") layoffs were probably unavoidable at this point, and it may be part of the requirements for further funding (or acquisition). The situation is bad, but they are not dead yet.
Of course, this looks worse than anything that already happened, but well, I still hope they recover.
