Can the N9 be used to charge other devices by drawing power from its USB port?

Probably not. It is possible to set the USB port to sourcing current but it is an unofficial tweak and chances of burning the controller chip are fairly high.

Also, the N9 has the worst battery. You may not be satisfied with the results...

yes, here's a quick how-to:
  1. turn on your N9
  2. open the browser
  3. go to http://www.amazon.com/gp/product/B011TILJ2Y
  4. order the item
  5. wait for 1 or to days
  6. connect your new charger to your iphone
  7. done

And in addition to that, Apple is notorious for their non-standard USB charging protocol, where the iCharger should set the D+/D- data pins to specific voltages to tell the iDevice at what rate it can draw current.
Without that, it probably limits at max ~500mA which would mean a loooong recharge time.
