Are you sure about:

flasher -f -F rootfs.bin -f

It won't work...

proof?

Code:
C:\Program Files\Nokia\Flasher>flasher -f -F rootfs.bin -f
flasher 3.12.1 (Oct 6 2011) Harmattan
ERROR: Only single flash option is allowed
ERROR: Error processing option -f
If you want to erase data you should do a emmc flash too...Otherwise add --erase-user-data=secure

Oh, so it doesn't need that -f at first when flashing just root. Thinked that just cos it needs both -f -F when flashing emmc too.

flasher -f -F rootfs.bin is the same as flasher -F rootfs.bin -f

flasher is the program
-F is the file location so you append it to rootfs.bin or emmc.bin or both if both are in the same command
-f is the option to conduct a flash so one -f in the command means it'll flash regardless of putting this -f in the beginning or end...
