Has anyone seen this,

Wolfson suffered a blow in 2008 after it lost a contract to supply components for the Apple iPod. However, some of the pain was lessened last year after it was selected by a leading mobile phone manufacturer — believed to be Nokia — to provide some of the technology for its new Windows Mobile handset.

I thought Nokias were made by foxconn, was i wrong?

Nokias are made by Nokia.
Apples are made by Foxconn.

Foxconn did make some CDMA phones for Nokia.

There where some news about WM+Nokia generated by USA media some time ago(yes i know this is from Times Online).

Honestly there's under 1% change of this happening. Nokia's whole high end and mid end is paved for Qt and so for Harmattan/MeeGo and Symbian^4. WM would make no sense at all.
Nokia makes it's own phones. Foxconn have made Nokia branded CDMA phones and example from 2,100 Nokia's Finland factory workers 100 are working for Foxconn and branding some of the phones for carriers.

Eldar Murtazin actually said in his writing that there's no plans of WM7 phones for Nokia and i believe him there.

Maybe Nokia is covering all angles, Symbian, Meego and Windows and see which one works. Though I would hope Nokia focus on Meego without distractions from Microsoft and that the journalist has got it wrong.

I'm not saying this is likely to happen, but if they want to offer Ovi on other platforms, a US-targeted WM7-phone would be a good place to start.
