So what's the story, did Nokia drop releases N950 altogether?

Think so. No need to support them since they where free.. Better to try to boot up tizen on them.

did it actually even get the proper 1.2 release? Dropping n950 "support" makes sense to me since (afaik) the device's purpose was to give application devs a head start before the n9 came out. Related to that: did the qt-components api, etc. even change in the update. If not, it is still 100% usable as a application developer device.

It would be nice to get at least a OCF for PR1.3 !

Don't know, but probably the maemo staff is spread so thin that N950 is very low priority. So it might very well be PR1.3 is not coming. In fact, I think it's likely it won't come to N950, as we never got even PR1.2 final.

However, it is apparently possible to upgrade N950 to PR1.3 by changing the repositories to N9 repos and going from there. I won't give instructions here as I haven't done it myself. I just read it in #harmattan so at least it seems possible.

There would only be one reason to try upgrading the 950. If they fixed the bug with jumping cursor in textareas. Otherwise I don't think I should have updated the N9 either.

The bug with jumping cursor? Give me some steps to reproduce and I'll check this on my N950.
Also there's a nice photo on rzr page showing N950 with PR 1.3 .

With Harmattan team supposedly leaving Nokia I don't really have hopes for any future updates and I think the community should start paying more attention to Mer/Nemo, since it's what's left and what has a future. I'd use Nemo even now, if not for the lack of proper e-mail client there. I think developers should stop dancing around the dead system, and should pour more resources into community efforts. It's a shame Nokia didn't open source the Harmattan e-mail client though. Such a waste of effort.
