RPM and DEB are archive formats for package managment, think of them as like ZIP or RAR , inside theire useful information about how the app needs to be set up. Distros pair these archives with a package manager eg APT or YUM or Zypper. These track the databases of the installed and avaliable archives. Meego uses Zypper and RPM packages . Harmattan (maemo 6) uses APT with DEB. This is a purely a software choice taht the vendors have chosen so an app needs to be packaged in a way to suit that. Most QT apps will not need much work to change from eitehr and its more of packaging exercise than any porting
