I'm interested in direct access to the cellular modem... for the purpose of peer-to-peer cellular network. Even if the distance between peers is small... it would be useful in dense, tight-knit community.

What you could have though, is VoIP on ad-hoc WLAN, and simulate the connetions on that.

Well, that's what you have to live with, unfortunately.
The UL and DL bands are different, you cannot easily make the UE transmit on the DL band, or receive on the UL band which would be necessary if you had UE-to-UE direct connection.
If you want to make the system more personal as you don't want to go via an operator, you can get your own basestation (OpenBTS, http://wush.net/trac/rangepublic/ ) but that doesn't make it too practical to move around and talk with friends, doesn't it
