Or, depending on your needs, an old 'dumb' phone for €/£/$ 9.99. There are still a lot of areas where those old dinosaurs beat any new 'smart' phones hands down.

In any case, I'd prefer an active radio (Nokia) in the concrete for about 2 weeks over the radioactive stuff that lasts for 2 million years.
Regarding best phone: I would be going for something like an Nokia E71.
It used to be large but now it is a small and elegant classic, battery life is good.
Sound recording is good, music player, full hardware keyboard, 3G, BT for thetering, Wifi, GPS, built in SIP etc...GPS that can always guide you back to point x or y, SD-card slot.
Easy to maintain and hard to destroy.

Around here, ATT is cutting back on 2g support, sometimes deleting entirely to make room on their towers for newer technology. (Unfortunate for me given that they're also not improving 3g dead zones either. My N900 works poorly in the dead zone know as 'my house'.)But for the 10 bucks, quid, Euro-currency-colloquialism-I-don't-know, one can chance it, standing to lose not much more than ebay fees if it doesn't work.
