Yes but sometimes remove fails, leaving behind partially installed packages.
Which is why one needs to read the apt-get output.

apt-get remove --purge foopackage
I generally use HAM but if I use apt-get to remove something I use the above.

Hopefully the package should be clever enough to clean or reincorporate any existing installation or I would say it's flawed.
