this may be overkill, but:
i have a flashing program that, after flashing, mounts the root partition and copies the relevant files for enabling dev mode. i fully flash my n9, configure it, sync sms, install packages, without any internet whatsoever.
here is my rootstrap:

here are the tools i use for setting it up:

if you have any other phone (a friend's maybe) with the ability to create wifi hotspot, preferably android, use a vpn there and then create a wifi hotspot.
