he can install terminal from web. there are mtermite and fingerterm. but he cant use devel-su without developer-mode installed.

Hmmm... I think it possible in one way...
Maybe it can work in the same scenario like Coderus Aegis-install hack, where the installer creating local repo and install package from this repo...
I tried to play with his package, tried to learn the structure etc... Started to create the offline installer but I stuck in some level... I'm not programmer and my knowledge is not enough to do this... But I think it should work in this way...

i can't enable developer mode on my n9 because the download server is blocked in my country .
so i need an developer mode.deb file to install it on my n9
or a way to use a proxy look like hotspot shield .
