To be fair, the on-device rpm does have a '--help' switch.
I just found out there's also a '--docfiles' switch that lists all documentation, so this works:

rmp -qad
Granted, most of it are licenses, but there's quite a few man pages, too.

How could I perform a (both installed and non-installed) package search on the CLI? The equivalent of
Code:
apt-cache search
???

And what's pkcon? Is the combination rpm/pkcon something that some other distros also use? I'm not very familiar with rpm-based distros. I have never heard of pkcon, and dnf or yum aren't installed.

Does Sailfish possibly use something like docpurge (Fremantle uses that to save space)?

Ah, it's beginning to make sense now!

Is there any particular reason why installing zypper would be a good idea?
pkcon and rpm seem to have enough functionality?

zypper can handle repos.
zypper let you install specific version.
