The instructions are right there on the page.
Might as well make this more helpful. Go and download an IRC client for your PC.. or even your tablet. Use the server listed and join the channel #maemo.

any body knows how to sign up on irc. it says go to freenode to sign up on maemo ( http://maemo.org/community/irc.html ) and there is says some story which is not connected to registration (I think)
any idea?
