You've got to log in as root before running that initctl command:

> devel-su
Password: <rootme>

The process restarted, but the problem persists.

Do you have the same problem? Apparently, it is more common that I thought.

Yes, I have the problem. At first I thought it was just temporary network outage, but it happens multiple times per week and goes away with reboot.

To others experiencing this problem, which company is your provider? I am on T-Mobile USA.

I am in Argentina.

It is not a network problem. It is something with GTalk service. I have Skype always on and never failed this way.
