As USER, you can copy the .png file to root directory:
cp tmo.png /

Then use the devel-su command to become root.

Then cd to root directory with this command:
cd /

Then cp the .png file to where Bibek said:
cp tmo.png /usr/share/themes/blanco/meegoto
uch/images/splash/forum-tmo-splash.png
