so, my when in "root" cant't I

chown -R user:users MyDocs

I get "operation not permitted!"

I'll guess: FAT32 filesystem doesn't support Unix permissions.

Maybe it has nothing to do with your root users permissions. MyDocs is a mountpoint for the vfat partition which does not support this type of permission changes.
