According to http://talk.maemo.org/showthread.php?t=33475, tags are stored in EXIF in the images, but I don't know if that is limited to certain file formats.

i have been wondering, how can i delete an Image Tag?
now in theory atleast an image tag stored in images would mean deleting those images would delete the image tag. But it still shows up
Question is how can i delete an image tag? which brings to another question, where are image tags stored?

Does anybody know where the Tag's of the Images are stored?
Are the Tags for the Tagclound stored in the EXIF Data of the Images or in a external file?
What happend when I move the Images to the PC and after a couple of days back to the N900. Are the Tags of the Images then still there?
If they are Stored in the EXIF Data then yes. But what about BMP Images and something like that? Or works the Tag Cloud only with JPEG and TIFF?
