I moved to Beijing few weeks ago and meet same problem with China Mobile SIM cards.
Before I had SIM card from China Mobile in Jiangsu province and my phone worked fine with that SIM card. Now when I get new SIM card from Beijing it does not work. I can only recieve calls and SMS, but not send SMS or make calls.
If I try to open Settings - Phone page, it takes very long time before any settings can be modified. Sometimes whole settings program crash. Change from dual mode to only GSM does not help.
I have made few tests with different SIM cards and have noticed that with my wifes SIM card from Jiangsu province and with my friends card which is from Beijing(few years old SIM card) phone works fine. With my new SIM and my wifes new SIM card from Beijing phone does not work.
My N900 is bought from Finland and it have latest software installed.
