Just acquired my 1st N9 which has a SIM jammed in it with 'SIM reader' damaged.
I've connected to wifi and tried 'google' & other webpages, which did not load (blue bar wont progress). After 2 reboots, it was finally loading pages. I allowed "non-store sources" & was trying to access repository (which is still down?).

I then decided to do reflash:
Found device RM-696, hardware revision 1603
NOLO version 2.3.6
Version of 'sw-release': DFL61_HARMATTAN_40.2012.21-3.235.1_PR_235

I used the 3rd D/L link.
With flasher_3.12.1, I did:
flasher -f -F main.bin -F emmc.bin --flash-only=mmc

The flash seemed to go well, although web-pages still won't load, no matter how many reboots I try.

pastebin log.

Is DNS settings under: Settings > Internet Connection > Edit networks > Advanced settings ?

Just now, I first changed the router's security from 'WPA-PSK [TKIP] + WPA2-PSK [AES]' to 'WPA2-PSK [AES]'. After rebooting the phone, it temporarily loaded pages again. There was a thread earlier (prior to flashing) that prompted me to do this, which originally allowed pages to temporarily load. There is no indication that WIFI connection is dropping (icon is always white, after 'initial connection's blue blinking').

The router indicates 3 DNS server addresses
198.142.235.14, 211.29.132.12, 198.142.0.51
.... which I have manually put into the N9 & alternated between a few times together with router security settings.
Still having no success.

A fresh N900 connects & loads pages fine.
There's NO other WiFi signals (conflicting WIFI channels).

Update:
When connecting WiFi, I have to wait a few minutes before trying to load a page, and then it works fine. Sometimes when the phone is left idle, I have to wait a few moments before attempting to load a page for it to work. Does this seem normal? ... the only auto disconnect setting is under 'battery settings'?

Update2: May get it sorted https://talk.maemo.org/showthread.php?t=90345

myExplorer, RepoMirror (0kB had me worried) & warehouse installed, 'developer mode' is working.

well for me i removed my sim card set the settings to wpa (not wpa2 the first one) connected to wifi and used it for a while then inserted the sim and network is good as new
note:
the wifi indicator will remain white after connection and the speed will be VERY slow (around 15 kbps maybe or my connection sucks) this is maybe a problem in the chinese firmware (on mine that is)

Edit:

1.change the settings in the router options not in the phone
2.delete the access point from the phone and reconnect to the network

report back if this works
