That is what I assumed... Could you check your sources list... (A.K.A what are the repos that you set in application manager...?). I think you are missing some repos... You can check in terminal too:
Code:
cat /etc/apt/sources.list.d/hildon-application-manager.list
I have these, but some of those may not fit your needs (i.e. community-testing and extras-devel).

I thought it is in the tools repo.
Code:
deb http://repository.maemo.org/ fremantle/tools free non-free

Hmm... and did you click on the button/icon that cssu-enabler installed...?

I recommend reading and following this.

Edit: I see you did an update; some of the repos are not available for a long time (since nokia gone) that is why I linked my repo list because there are mirrors.

Yes, in settings I have "About Community SSU"
When I click that I see:
Community SSU Installed
Version: 21.2011.38-1Smaemo8
Flavor: Stable
EDIT:
How can I add your repolist?

Hmm... strange as wireless-tools should be installed by default...
Anyways; you can refresh the repositories (check the ones I linked but maybe you should not add extras-devel and community-testing ) and then in terminal:
Code:
apt-get update
apt-get install wireless-tools
Edit: You can copy-paste the list into hildon-application-manager.list (with the restrictions I mentioned above!!!) or by opening the application manager and manually add them one by one.
