There are 2 different things what you are asking for. One is SSH to access files remotely or accessing the desktop itself.

For accessing files you can install OpenSSH client and server and then access the machine via the IP address.

For desktop you will need vnc both on the tablet and the computer.. same way to access via IP address.

Over Internet you need to forward ports and map IP's to a dns service like dyndns.org
