Correction: it works correctly when I actually type the entire command. Sorry about that. I somehow skipped over the "start" part, which is apparently quite important.

Use /etc/init.d instead of /etc/event.d and after chmod'ing it run:
I think people should do it with event.d, because it is after all upstart, while init.d is basically sysvinit. Yes, upstart supports sysvinit, but anyway...

/etc/event.d/xterm:
Code:
start on started hildon-desktop
exec run-standalone.sh /usr/bin/osso-xterm
stop on starting shutdown
Edit: Sorry, thought it was Maemo5. Don't know if it will work.

There isn't a /etc/event.d directory Maemo 4, so I think I'll stick with init.d

Yes, Upstart was only adopted with Maemo 5.

See the commented-out part of /etc/systemui/systemui.xml, substituting /bin/sh for /usr/bin/top.
