@gejigeji, it's not about activation. You need a certain time (24 hours, I believe) after you have posted at least 5 posts in other than Off-Topic sections to enable PMs. I never understood why. If it's meant to be an anti-spam measure then restricting public posting would make more sense, IMNSHO.
