Hi thedead1440, I am a newbie n I have same problem with my N9.
after I flash my phone its can boot up for normal, but when I restart my phone, its is always reboot and stuck on nokia logo,
so I enable rd-mode with
flasher --enable-rd-mode --set-rd-flags=no-lifeguard-reset
after use this script my phone can boots up, and I reflash my phone again in rd-mode, and can boot up in rd-mode, but when I disable rd-mode, my phone is stuck on nokia logo again.

for information, I use this file script when I flash my phone: flasher -f -F rootfs.bin --erase-user-data=secure -F emmc.bin --erase-mmc=secure
I use this file:
1.670D5405_DFL61_HARMATTAN_40.2012.21-3.468.1_PR_LEGACY_468_ARM_RM-696_PRD_signed.bin (999mb) I rename this file with rootfs
2. D8CD54C4_DFL61_HARMATTAN_40.2012.13-7.EURASIA_EMMC_EURASIA.bin (2,78gb) I rename this file with emmc

If your flashing succeeds (and you flashed with correct images), and you still have a reboot problem when watchdogs are turned on I'd guess you have a HW problem.

Did this behaviour only start after flashing, or did it first go to reboot loop and you tried to save it by a flash?
What is the variant of your device? (variat number is printed on the underside of your simtray)

my device variant is 005/asiapasific/Indonesia ( printed number is 059K127) but when I buy this phone from my friend its have used/flashed with 006 variant firmware, so when I 'm trying flash my phone with 005 firmware is always failed (downgrade dissalowed). so I use HARMATTAN_40.2012.21-3.468.1_PR_LEGACY_468_ARM_RM-696_PRD_signed.bin

The flash blinking is normal thing, in R&D mode the led blink is indicating device activity I think... If it bothers you you can turn it off from console with the following command:

echo 0 > /sys/devices/virtual/gpio/gpio92/value

in rd-mode, my phone functionality like messaging/calling is not work.

OK, that pretty much clears it now.
The reason your device is in reboot loop when watchdogs are enabled, is the same why you cannot make calls.

Two possibilities, either you have faulty HW or you have managed to flash your device with incorrect/incompatible firmaware.

Unfortunately it is fairly dificult to ascertainn what is the problem without seeing the device

after I reflash with DFL61_HARMATTAN_40.2012.21-3.480.04.1_PR_LEGACY_480_ARM_RM-696_PRD_signed.bin, my phone still have same problem, but Now, in R&D mode I can makes a call n messaging. maybe I will just run my phone in R&D mode n follow your suggestion to turn off LED light from console with this following command:

echo 0 > /sys/devices/virtual/gpio/gpio92/value
