Read documentation for above standard unix/linux programs. With netstat you can identify all connections per application, with iptables you can block network access per rules and ifconfig will show local network address information...

for a quick check on active connections I use conky. I doesn't help blocking though.

The best solution to determine which applications are using network is to run tcpdump or wireshark (via easy debian). You can leave it capturing packets for few hours and then check what kind of traffic is this. Uninstall or block it then.

another "top" solution is iftop.
