Probably not. If the publisher post some info in app description, the only way is to acces app page on Store and read it. Or in app page on publisher website. But in phone (Manage Applications or Store Client) i don't see anything.
I miss my Maemo 5 N900 experience in this respect where developers methodically and ethically logged their applications changes.
