Did you try to leave it charging over night? Maybe it would charge but not boot enough to show the light before there is enough charge. If it doesn't help, find another device to charge with, either one with the same battery type (Nokia's compability list) or something where you can make the battery fit like an N810.

I had a similar problem with my N86 and it started working when I plugged it to a computer. That might work for you too.

Try removing the battery just a few mins before charging

I some times have this problem when i have a complete flat battery. The n900 wont charge because its a bug in its hardware as it wont detect the charger if the battery is completely dead. I used somebody else's phone (nokia 5800) to give the battery juice then all was good.

One possible solution would be to charge the completely flat battery with a desktop/external charger. I said "possible" because I accidentally drained my Mugen battery and am now waiting for a desktop charger ($7-$10; see Amazon or Ebay) to arrive in a few days to see if it would fix the problem. I discovered the existence of such a charger when researching the issue.

Everyone should have an external charger and at least one spare battery.
