Android emulation is nice I guess, but the bloat and spyware problem for most of theose apps would require a serious sandbox protection system with either a whitelist or gigantic blacklist of IPs and domains among other protections.

Sorry, but this comes off as amusingly naive. The OP essentially says: let's make the coolest phone! As if it were not an absurdly complicated endeavor. At best you could find an already-manufactured phone that you could (in dreams) get the maker to fully unlock, with open drivers (for data chips, sure, sure) and work on porting another OS to. But to do all that, and completely design the hardware...you might as well add that it "runs on dreams and starlight". Just really ain't gonna happen.

Personally I'd just like to have the current N900 with a faster main processor and graphics processor. I don't even care if the OS is updated. Just what I have...faster.
