I just had exactly the same symptoms, including !!sync_and_backup and the missing Backups icon. I got the Backups including the proper headline back by reinstalling jolla-vault. But Sailfish updates were still missing. Then, having been redirected to this thread from elsewhere, I tried the suggested solution, only I tried reinstalling the packages one by one. It was the last one from the list that did it
