Erm, adding "missing content" to -devel package is also planned, yes? I'm sure it can be done - look @ packages, that provide own icons or stuff.
If not by package itself, it may be downloaded via postinstall scripts, but I think it's too ugly approach (url for downloading additional content may be brocken later, while repos stil lworking = broken package in repos)

It may be also good idea to check how "respected" packages - relying on custom content - solve this.
