no, its not throttled.
wget http://www.nic.funet.fi/pub/mirrors/...-amd64+mac.iso gives me around 17mbps.

Check is your N9 is connecting using a security method thats high speed. Such as WPA2.
Its strange but sometimes things like this make a difference, Enable WPA2 Only mode on the internet connection setting on your N9.

Having 25mbit in tests. Higher then my win 7 pc
(22mbit).
My internet provider only offers 30mbit:/

Not throttled I think.
My internet speed (moden) is 16600 kb/s max, effective throughput is 12004 kbit/s. Both LAN & WiFi for: PC (LAN) and for Netbook & N9 (WiFi).
N9 on 3.5G is 14400 kb/s. Seems faster as I cannot detect any overhead.
