Old habits die hard. Pkcon used to work without devel-su for years.

If so, please update sfos-upgrade first, before upgrading SailfishOS with it.

The current (since v1.2) hard free space limit for non-BTRFS root filesystems is 0,5 GB, which is pretty tight when performing an upgrade to a different version than the directly following one (even might be too tight then).
That is the reason why a warning is shown when below 0.75 GB free space on a non-BTRFS root filesystem.
Ancient? It was the newest sometime this year and it was only March Happy to say the upgrade worked fine with the old version but I will update the script now, thanks for the pointer!

I get a popup of the last two failed downloads every time I open Browser. They also appear in Notifications. I clear the notifications, clear the downloads in Settings and the next time I open Browser - hey presto, the same two notifications again.

It actually started happening after the last update before Oulanka, whatever the nsme was. It clearly had not been fixed.

Have you tried clearing the browser cache? (Settings > Browser > Privacy)
