In the past, I tried to partition my 2 GB RS-MMC Card.

Anyway, I did it, but I was unable to download and install applications.

So, I re-flashed my Nokia 770.

Now, my card is showing that it only has 1.37 GBs on it.

What's the deal with that?

Can I format my RS-MMC Card so that it goes back to a 2 GB capacity?

Is it safe to do that?

It is safe, if you don't wish to keep anything on the card. You can simply format the card from the built in file manager. Click the menu and go to Memory Car --> Format. That should format it and give you about 1.89 GB of space on it. Hope it helps!
