^^I believe Vodafone, Airtel and Tata Docomo have 3G networks in Goa. Not sure about the others though. Your serving area might not be 3G enabled...

I would have a look at the OsmocomBB project ... its a base station emulation to sniff around your area.

they also provide a package called softSim to clone a sim card into a xml-file and run it as a local service

gprs used to be much cheaper before the licensing scam.
The prices have gone up now though 3g is now cheaper But still expensive And dont think so that they are gonna get any cheaper soon.The unlimited 3G/2G plan sucks of most network(just 5KBps post limit) The last time i used internet on my phone at such speed was back when i used nokia 6600
Will stick to my Bsnl evdo for internet on my laptop
