Is this configuration possible?
I have a cellphone (Motorola v330) that can connect to the internet. The cellphone has Bluetooth, and I know that I can connect to the internet using my laptop if I use Bluetooth tethering. Can I do the same thing but using a USB cable? Are there any cheap cellphones that allow this?

Yes, this configuration is possible. The N900 is an example of such phone that can be connected via USB to the laptop for internet (appears as GSM/3G modem to the computer). Some dumbphones may have this feature as well, but I don't know about any.
Another option would be a GSM/3G USB stick with a cheap prepaid SIM.
