Settings->Device->Call->Call Divert

Went to that. All voice call was not enabled. The rest (busy, not answered, out of reach) were enabled.

These options have never changed since I got the phone. They've always been like this.

I didn't change anything. But after I checked the settings, the arrow just disappeared on its own.

It could be the arrow appeared when a call was diverted due to your network being unreachable even though the signal bars don't show it...
