Is there any way to disable the dial tone in the built-in phone app?

Only way to do it is to go to Settings > Sounds and vibration > Touch screen tones > off.

Unfortunately, turning off touch screen tones also turns off the audible feedback when you swipe down to close an application, amongst others.
