I updated my Maemo5 SDK this evening, from PR1.1 or so, IIRC...

with...

[sbox-FREMANTLE_X86: ~] > fakeroot apt-get update
[sbox-FREMANTLE_X86: ~] > fakeroot apt-get upgrade

and I get the following...

Reading package lists... Done
Building dependency tree... Done
The following packages have been kept back:
csd-base libgssdp-1.0-dev libgstfarsight0.10-0 libgstfarsight0.10-dev
libgupnp-1.0-dev libgupnp-av-1.0-dev libgupnp-igd-1.0-2 libgupnp-igd-1.0-dev
liblocation-dev liblocation0 libmaemosec-certman-applet0 libnice-dev
libnice0 libohm-plugin-core0 libosso-abook libosso-abook-dev
librtcom-eventlogger-dev librtcom-eventlogger-plugins-dev
librtcom-eventlogger-plugins0 librtcom-eventlogger-ui-dev
librtcom-eventlogger-ui0 librtcom-eventlogger0 maemo-maf-dev
maemo-maf-runtime maemo-mmf-dev maemo-mmf-runtime mafw-upnp-source ohm-dev
ohm-utils osso-addressbook rtcom-messaging-ui tablet-browser-ui
0 upgraded, 0 newly installed, 0 to remove and 32 not upgraded.

Is this normal? Or is this is a problem?

Problem is not really a problem, its just how apt is designed to work. If an already installed package has an update available and this new version has a new dependency, apt-get update does not automatically fetch that new dependency.

Easiest solution:

apt-get dist-upgrade
